Issue

A SqNum always doesn't set to 0 when first goose-request issued.
The value of 0 is reserved for the first transmission of a StNum change.

Proposal

A SqNum set to 0 when the value of dataset is changed. Otherwise set to 1.

Discussion Created Status
Following a StNum change, the counter SqNum shall be set to 0.
If the counter SqNum overruns it shall be set to 1.
The initial value of SqNum upon a transition of GoEna to TRUE shall be 1.
