Clause 14.3.3.2.7.3 stipulates that the parameter DataRef shall contain the functionally constrained data attribute (FCDA) of the DataAttribute values included in the report.
For example, let's say a LCB is configured with TrgOpt set to dchg and a DataSet whose one of his DSMemberRef is a functionally constrained data (FCD) corresponding to a CDC of type INS.
When a data change occurs on the stVal attribute, does it mean that the Log function has to create 3 separate EntryData, one for each stVal, q and t attributes ? If yes, it's not very useful for an application which will have to reassemble the CDC after querying the LOG. Even more, an Entry may contain other EntryData with the same EntryID.
Please confirm or clarify this example.

DataRef
The parameter DataRef shall contain the DataSet member reference of the value of the EntryData.
Remove the Note.
Replace first sentence in Value:
The parameter value shall contain the DataSet member values to be included in the EntryData.

Regarding the FCDA members, I'm not convinced that 3 entries will occured: it will depend on the TrgOp. If only dchg, then only stVal will be logged. "t" as FCDA can only be logged via TrgOp=integrity.
I guess the response to the example/question is: only 1 entry : stVal since only a data changed. If quality change then 1 entry too. But t won't.
But I do agree with Herb that a note regarding the preference of the FCD member.

I am not sure what clarification is needed here.
IEC 61850-7-2 defines what an FCD in an abstract manner in clause 10.2.2.4.4. IEC 61850-8-1 defines the Mapping of FCD in clause 13.1.
The other piece is what can be in a DataSet (see 61850-7-2 11.2.2.3) where a DataSet member can be an FCD or FCDA.
Thus, the answer is determined by the membership of the DataSet. If in the example, the DataSet contains a member that is the FCD of the CDC INS, then one entry for stVal, q, and t will be generated. If the DataSet contains three FCDA members (e.g. individual stval, q, and t) then probably a single Log Entry will be generated, but with three entries within a single LogEntry.
We could possibly add a note indicating that FCD members are prefered?
